A video circulating on social media has triggered a federal investigation after appearing to show someone repeatedly kicking a sea lion at one of California's most popular coastal destinations.
The footage, recorded at La Jolla Cove in San Diego, captures a person pursuing the animal and launching multiple kicks as it attempts to escape. Laughter can be heard from at least one bystander in the background.
The National Oceanic and Atmospheric Administration confirmed it is looking into the incident. "NOAA Fisheries' Office of Law Enforcement is investigating reports of a video on social media that shows an interaction between an individual and sea lion, allegedly in La Jolla Cove," a spokesperson said. "In the video, the individual appears to be kicking the sea lion. This is an ongoing investigation, and we cannot provide further details at this time."
The person responsible remains unidentified. NOAA has not disclosed whether investigators have located the video's source or the individual involved.
Sea lions enjoy federal protection under the Marine Mammal Protection Act, a law that carries penalties for disturbing or harassing protected marine mammals. NOAA's guidelines explicitly require people to maintain at least 50 feet of distance from sea lions, seals, and other protected species.
San Diego Mayor Todd Gloria responded sharply to the incident. "This disgusting act of animal cruelty is unacceptable," he posted on X, formerly Twitter. Gloria also said he has directed local law enforcement to review the video and coordinate with federal authorities on the matter.
La Jolla Cove, a scenic beach and marine reserve in north-central San Diego, draws thousands of visitors annually and is known for its sea lion populations and clear waters. The incident raises questions about enforcement of wildlife protection rules in high-traffic recreational areas.
