CIA Director John Ratcliffe has told President Trump and other senior officials that intelligence intercepts reveal a troubling gap between what Iranian leaders say publicly and what they are telling each other behind closed doors, casting doubt on whether Tehran will actually surrender its nuclear capabilities under any final agreement being negotiated.

The concern centers on a fundamental credibility problem. Intelligence gathered by multiple U.S. agencies shows Iranian officials discussing the nuclear framework in ways that contradict the commitments they are making to mediators and American negotiators, according to sources briefed on internal White House discussions. Ratcliffe and Secretary of State Marco Rubio have both flagged this inconsistency, arguing it suggests Iran will ultimately balk at the specific nuclear concessions Washington is demanding.

"The intelligence reflects that the Iranian intentions are not in line with their commitments under the deal," one source said.

The skepticism from Ratcliffe and Rubio has created visible tension within Trump's war room. Vice President JD Vance, along with envoys Steve Witkoff and Jared Kushner, have pushed for moving forward with the framework signed Sunday. Secretary of Defense Pete Hegseth has also voiced reservations in internal debates, according to sources. Trump, the ultimate decision-maker, has heard both sides but has indicated he will only accept a final deal that meets his administration's red lines.

The White House defended the agreement, saying it ensures "Iran can never possess a nuclear weapon, they cannot keep their highly enriched uranium, and they cannot hold the world's energy supply hostage." Officials stressed that the current memorandum is merely an opening move. The real test comes over the next 60 days, when negotiators must hammer out a detailed nuclear agreement or the entire framework could collapse.

The timing adds pressure. Vance, Witkoff, and Kushner are scheduled to meet Friday with Iranian Parliamentary Speaker Mohammad-Bagher Ghalibaf and Foreign Minister Abbas Araghchi, joined by Pakistani and Qatari mediators, to chart the path toward final negotiations.

Skeptics within the administration worry that Iran has already won most of what it wants simply by signing the initial memorandum. Under the current terms, Iran freezes its nuclear program where it stands while the U.S. commits to lifting sanctions gradually and removing military forces from the region within 30 days if a final deal is reached. The risk, in their view, is that Iran will drag out talks, claim progress is impossible, and pocket the benefits of sanctions relief and military de-escalation without ever surrendering its enriched uranium stockpiles.

"I am somewhat concerned that Iran's view of the agreement seems different than what the American negotiating team is claiming," Senator Lindsey Graham said, calling for immediate public release of the full text.

U.S. officials counter that they have built in accountability mechanisms. They say they will know within two to three weeks whether Iran is genuinely prepared to make nuclear concessions. If Tehran drags its feet or balks, the process can halt without Iran gaining significant economic benefit. The administration has framed sanctions relief as "pay for performance," meaning Iran must show concrete progress before funds are unfrozen.

Beyond the nuclear dimensions, the memorandum addresses the Strait of Hormuz, one of the world's most critical shipping chokepoints. Iran has agreed to guarantee safe passage of commercial vessels for 60 days at no charge, while the U.S. gradually lifts its naval blockade entirely within 30 days. Tehran plans to hold talks with Oman to determine longer-term maritime arrangements after the initial 60-day window, though Iranian state media has suggested Tehran may seek transit fees once that period expires.

The agreement also dangles the prospect of a 300 billion dollar reconstruction fund for Iran, but that remains conditional on Tehran dismantling its nuclear program and undertaking internal economic reforms. It exists on paper for now, a carrot that only materializes if Iran follows through.

The 14-point memorandum text has not yet been made public, fueling questions about what exactly both sides have committed to and how much wiggle room each has built in. That opacity is itself a source of friction, with lawmakers demanding transparency and intelligence officials warning that public descriptions of the deal may not match reality on the ground.

The deep divide in Trump's cabinet over Iran reflects a broader uncertainty about whether negotiation or pressure will work better with Tehran. Ratcliffe and Rubio believe the intelligence is telling them something crucial: that Iran will ultimately back away from real concessions. Vance and the envoys believe the framework is worth pursuing because the window for diplomacy may be closing fast. Trump will determine which faction wins, but his advisers have made clear that confidence in Iran's sincerity is already in short supply.
