A 43-year-old Oregon man with an extensive criminal history has been sentenced to two decades in prison after firing at police officers during a traffic stop that ended with a four-day manhunt.
The defendant, Loony John Franklin Kolb Toon, opened fire on three officers in Milwaukie on June 20, 2025, as he accelerated away from the stop. He then abandoned his vehicle and fled onto a nearby golf course, evading capture until authorities located and arrested him roughly four days later in Sandy, Oregon, about 20 miles away.
At the time of the shooting, Toon was on probation for an attempted first-degree kidnapping charge. Prosecutors in Clackamas County charged him with attempted first-degree assault with a firearm, illegal gun use and possession, and second-degree escape. He entered guilty pleas Thursday to those counts as well as unrelated outstanding charges across four additional counties, securing a consolidated 20-year sentence.
The agreement required Toon to pay restitution to Milwaukie for damage to a police vehicle and to the owner of another car struck by gunfire during the incident.
Officers who participated in the confrontation attended Thursday's sentencing hearing but chose not to speak. Toon similarly declined to make a statement.
Clackamas County records show Toon has accumulated 25 convictions, 16 of them felonies. Deputy District Attorney Rebecca Wareham Portlock characterized his actions as dangerous and reckless. "He showed callous disregard for every single person in his path," she said in a statement.
Milwaukie, a city just outside Portland, has roughly 21,000 residents.
