Federal agents conducted a search of State Senate President Pro Tempore L. Louise Lucas's Portsmouth office Wednesday as part of a public corruption investigation that began during the Biden administration, according to a source familiar with the matter. The FBI also executed a search at a nearby cannabis business co-owned by the lawmaker.
The agency confirmed law enforcement activity took place but offered little detail. "There is no threat to public safety," the FBI said in a statement. "This is an ongoing investigation, and no further information is publicly available at this time."
Lucas, a Democrat, became a national figure for leading Virginia's aggressive push to redraw the state's congressional map in favor of her party. The effort reflected a nationwide political calculation: after Republicans in Texas moved to shift districts rightward, Democratic-led legislatures responded in kind. More than half a dozen states have redrawn their maps ahead of November's elections.
Virginia's redistricting campaign proved particularly aggressive. Lucas championed a constitutional amendment that voters approved last month, allowing lawmakers to adopt a new congressional map that could help Democrats flip four additional seats. The state Supreme Court recently heard arguments about whether the amendment itself is constitutional.
The search drew immediate pushback from Democratic leadership. House Speaker Don Scott issued a statement expressing concern about the timing and broader context of the investigation. "Given the politicization of this administration, an FBI led by Kash Patel and a Justice Department run by President Donald Trump's former personal attorney, I think people should take this with a grain of salt and allow the facts to come out before jumping to conclusions," Scott wrote.
Governor Abigail Spanberger's office confirmed awareness of the operation but declined further comment. Lucas's representatives did not immediately respond to requests for comment.
The development marks an escalation in scrutiny of the Democratic lawmaker whose redistricting efforts became emblematic of the contentious map-redrawing battles consuming state capitols in 2024. Whether the investigation focuses on campaign finance, ethics violations, or other matters remains unclear.
